The Water, Sanitation and Hygiene Committees (WASHCOs) of the "Gobile Water" scheme was successfully trained on operation and maintenance. The committee then mobilized the community who contributed to the development of the scheme by excavating and back-filling nearly two kilometres of pipeline trench. The committee members divided the work per household and followed up on the progress of the excavation work on a daily basis. However, the equal allocation of excavation work proved to be difficult as some households faced challenges excavating the trench due to the hard and rocky nature of soils. In consultation with the project team, the WASHCO members used an incentive mechanism through provision of coffee and hot meals to overcome the challenging situations. The efforts of the WASHCOs contributed to the timely completion of the excavation work.
The WASHCOs also already started to collect water user fees based on a temporary fee – negotiated with the user community – which made it possible to hire a guard who took up his duty on the day of the inauguration of the scheme.
