In Mozambique and Madagascar, private investors are involved in the construction and management of water schemes. The procurement and contract management process for the construction of the water supply infrastructures was carried out in a transparent and professional way, giving a lead role to the District Service for Planning and Infrastructure. This helped creating ownership for the project while building capacity of the local government office. It has also proven to have a positive influence on the sustainability of the systems constructed as the local government will feel more responsible to provide technical or financial support if necessary.
