A new management model for an extended water supply system of a health centre established in Benin

In Benin, an interesting management model for an extended water supply system of a health centre was established. The national strategy on drinking water supply encourages the communities to commit the management of water points (including manual water pumps) to private operators. In regard to water supply systems for health centres or schools, no such references are given. In the village of Gbégourou, the health centre has taken over the responsibility of managing the water point for the community. The original water supply system for the health centre was set in place during the Consortium’s earlier phase (2011-2014) and was equipped with a solar pump. Since then, the health centre has installed two more water points for a nearby school and neighbourhood. The health centre has taken over the responsibility of managing this mini water supply system and has formalized its assignment in a contract with the community (similarly as private operators do). It regulates the following: the water users pay per volume of water consumed, the breakdowns are quickly repaired and the water delivery guaranteed. In return for getting this licence to operate, the health centre pays an annual fee to the community.
